Main Developments in the Postal Sector: 2004-2006 (2006)

This study was initiated by the European Commission for the purpose of gathering information for its third biennial report on the application of the Postal Directive due at the end of 2006. This report summarizes regulatory and market developments in the European postal sector since adoption of the Postal Directive in 1997, with particular emphasis on events since the last major survey of the sector in 2004. The Evolution of the Regulatory Model for European Postal Services (2005)

The purpose of this study is to envision a new approach towards regulation of the European postal sector based on sound regulatory principles. The study identifies seven principles of sound regulatory practice after surveying a broad range of legal and policy precedents. These principles are used to evaluate the current regulatory model, principally as defined by the Postal Directive. The study concludes the current European model fails to follow sound regulatory principles in key respects. The report then develops a new regulatory model that illustrates how sound regulatory principles could be applied to the postal sector of the future assuming no change in current policy objectives. Finally, the report considers the practicality of using the new regulatory model as a basis for a new postal directive. It suggests that the new regulatory model would have to be modified to accommodate the transitional concerns and alternative policy objectives that must necessarily arise in consideration of a new directive.

This survey of the postal services sector in Europe was initiated by the European Commission at the end of 2003 for the purpose of gathering information for its second biennial report on the application of the Postal Directive (due at the end of 2004). This study summarizes regulatory and market developments since adoption of the Postal Directive in 1997 with particular emphasis on events taking place since 2001.

Survey on Some Main Aspects of Postal Networks in EU Adhesion Candidate Countries (2003)

This report offers the first comprehensive survey of the postal systems in the ten "accession countries" that joined the European Union in May 2004 and the three "candidate countries" that are being considered for future membership. The accession countries were Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovak Republic, and Slovenia. The candidate countries are Bulgaria, Romania, and Turkey. The purpose of this report is to review the regulatory and market circumstances in the postal sectors of the thirteen AC and CC countries.

The Rise in Global Delivery Services: A Case Study in International Regulatory Reform (2001)

An account of how couriers and express companies used legislative advocacy, litigation, public relations, public affairs, and scholastic appeal to encourage regulatory reforms in the United States, Europe, and intergovernmental organizations during the last quarter of the twentieth century, opening the way for development of global delivery services integrating both private carriers and leading public post offices. Nine public policy issues are described: U.S. postal monopoly and couriers, international excess baggage rights, U.S. customs restrictions, European postal monopolies, international customs reform (Customs Cooperation Council), international remail, European postal reform, U.S. postal reform, and reform of the Universal Postal Union. In each case, a summary of the course of events is followed by copies of major policy presentations from the period. An introductory chapter provides a brief account of the evolution of international delivery services sector and pertinent legal regimes.
